One Michigan county is doing it also - and, as in MA with the the GOAL/Comm2A lawsuit, is being sued accordingly:
“‘The suit has been filed against the Wayne County Clerk's Office, which has, at times, scheduled CPL appointments up to 11 months out while neighboring counties are processing applications in two to four weeks, said attorney Terry Johnson who took the case to ‘force an elected official to do their job.'
‘It's either they don't want to do it, they're incompetent, or they just don't care,' Johnson said. He questioned how the office could process birth and death certificates, and marriage licenses but not CPLs.”
I suggest “they just don't care” is the correct answer.
